What the Hell Does That Mean?

So, I was reading this very nice account by Pavel of his experience working in a Hurricane Katrina relief center, when, at the bottom, discussing his local Mayor, I ran across this sentence:

"My mayor is a Dem, but he works and cares like a Republican."

What the hell does that mean?

It means Pavel likes Republicans more than Democrats.

Pavel is a reactionary. He thinks anyone with the slightest hint of leftward lean is making a tragic mistake.

He and I are friends. Anyway. He's a good guy.
